Special cases for obtaining FIDE flag

The FIDE Council, having considered the position of refugees and other persons with similar status, hereby decides to amend the transfer regulations regarding the clarification of the assignment of the FIDE flag as follows:

1.       The initial assignment of the FIDE flag.

The player may ask to assign FIDE flag if:

- such player is a refugee or a person with a similar status, but does not have the opportunity to obtain a national FIDE ID in the country of player’s permanent residence;

- such player permanently and for a long period of time resides in a country that does not provide the player with a national FIDE ID;

2.       Transfer under FIDE flag.

The player, being an U14 player or a player whose FIDE standard rating never exceeded 2200, permanently and for a long period of time resides in a country that does not provide the player with a national FIDE ID, may ask to transfer under FIDE flag. Before such a request player should in written ask for a transfer a federation of player’s permanent residence.

3.       All decisions on the assignment of the FIDE flag or transfer under FIDE flag are made by the QC, consulting with the Management Board if necessary.

4.       FIDE flag players, should they meet other requirements of the relevant regulations, have the right to participate in all official FIDE tournaments, as well as in official tournaments of the continent corresponding to their place of permanent residence. At the same time, within the framework of one World Championship cycle, a player can only play within one continent.

5.       FIDE flag players (except refugees players) pay an annual fee of 100 EUR (the FIDE President is authorized to set a reduced fee for certain categories of players)
