13. FIDE Regulations on Affiliated Members

FIDE REGULATIONS ON AFFILIATED MEMBERS

Applied from November 1, 2023.

 

The Council:

  • considered art. 14 of the FIDE Charter “Affiliated Organisations”:

“14.1 The General Assembly, following an advisory opinion of the Council, can allow certain organisations to be admitted as Affiliated Organisations, namely:

  1. organisations grouping Member Federations;
  2. associations or organisations which represent some regions or transnational territories;
  3. associations or other organisations representing people with a common ground or with same interests on some specific chess activities.

14.2 Affiliated Organisations have the right to take part in FIDE Congresses and in the General Assembly, without voting.

14.3 Affiliated Organisations can organise and participate in some specific FIDE competitions or events, according with FIDE rules and regulations.

14.4 Affiliated Organisations can be authorised to organise events under the auspices of FIDE. 14.5 Affiliated Organisations can be temporarily suspended or permanently expelled by the General Assembly, for just cause”;

  • bearing in mind that the Council has competence both to give advisory opinions about requests of new affiliations and to decide which Affiliated organisations can organise and participate in some specific FIDE competitions or events,
  • considered that some associations or organisations which represent certain regions, when and if affiliated to FIDE, can have some similar characteristics and needs;
  • considered as opportune to designate with a specific and distinct name this group of potential Affiliated Organisations, also with the aim of facilitating the drafting of rules concerning FIDE competitions and events;

approve the following rules:

 

0.       Introduction

0.1     In accordance with the art. 14.1 of the FIDE Charter the General Assembly, following an advisory opinion of the Council, can allow certain organizations to be admitted as  Affiliated Organisations, namely:

  1. organisations grouping Member Federations;
  2. associations or organisations which represent some regions or transnational territories;
  3. associations or other organisations representing people with a common ground or with same interests on some specific chess activities.

0.2.    The term “Affiliated Organisations” used to refer mostly to organisations uniting various federations on the basis of language, geography or other principles.

0.3     The Charter does deny designating as Affiliate Organisations certain entities representing only a geographical part of, or a certain group within a country. Such Affiliate Organisations may receive an “Affiliated Member” title if they comply with the criteria specified below.

 

1.       Affiliated Members

1.1     Any association or organisation which represents some regions and is admitted in FIDE in accordance with art. 14 of the FIDE Charter organisation, is titled as an Affiliated Member if it:

  1. represents a specific territory located within no more than one Member Federation;
  2. provides a consent of the FIDE Member Federation representing the state on which territory the Affiliated Member is located;
  3. provides a due geographical or historical basis explaining and confirming its specificities;
  4. may demonstrate a reasonable autonomy and structural organisation;
  5. complies with active chess community standards, such as minimum amount of active chess players requirements or other indicators of chess community if any specified by the Council.

1.2     The attributed title of Affiliated Member can be used alongside or in alternative with the title of Affiliated Organisation.

 

2.       Rights and prerogatives of Affiliated Members

2.1    Affiliated Members have all the rights already guaranteed by art. 14 of the FIDE Charter.

2.2     Affiliated Members are entitled to delegate participants to international team and individual tournaments and other events, including, but not limited to, the Chess Olympiad, world championships (youth, senior, etc.), provided that participation of Affiliated Members is allowed by the rules and regulations of the relevant tournament.

2.3     Affiliated Members may participate in FIDE development and other programs in accordance with the rules and regulations for such programs and subject to limitations specified, if any

 

3.       Compliance with Requirements

 3.1    Affiliated Members should be in compliance with the requirements specified in the art. 1.1 of these Regulations.

 3.2    Affiliated Members, as all other Affiliated Organisations, can be temporarily suspended or permanently expelled by the General Assembly for just cause, in accordance with the art. 14.5 of the FIDE Charter.
